Epic Goal
- Create a KSM CEL-based controller, and graduate its KEP to ALPHA.
Why is this important?
- Allows us to deprecate OSM (currently not possible to the CRS being maintenance-only).
- Allows us to introduce a CRD for KSM's dynamic CRS feature-set.

- ALPHA graduation of the KSM CEL Controller KEP.
