A "done" status for this epic establishes expectation for the KSM CEL Controller to be created, as well as an target an ALPHA k/enhancements KEP stage.

Epic Goal

• Create a KSM CEL-based controller, and graduate its KEP to ALPHA.

Why is this important?

• Allows us to deprecate OSM (currently not possible to the CRS being maintenance-only).
• Allows us to introduce a CRD for KSM's dynamic CRS feature-set.

• Scenarios are available in the roadmap document.

Acceptance Criteria

• ALPHA graduation of the KSM CEL Controller KEP.
