COO support OCP version from N(latest) to N-4

Current COO don't suppose disconnected cluster and multi-arch.

According to test experience of other operators such as Logging and Compliance,

 Plan to create prow job to install COO and cover cluster platform Aws, azure, gcp with config SDN, OVN, IPV4, IPV6 and proxy, OCP version 4.11 to 4.15, install mode ipi and upi. When Disconnected cluster is supported, will add accordingly.
