What is the nature and description of the request?

Provide an observability-operator build in the redhat-operators catalog.

Why does the customer need this? (List the business requirements)

Customer (internal and external) who have requirements that can not be fulfilled by the In-Cluster monitoring stack, want an option to standup a Prometheus stack.
Today hey often resort to a prometheus-operator build from the community catalog. This is however not supported, can conflict with and break the In-Cluster stack and is generally not a great user-experience.
