With the switch to metrics server we need a way to tell CMO to deploy metrics server over prometheus adapater and potentially configure the metrics-server deployment (e.g. how many replicas to run).

We should decide if we want to add this config to the existing configuration structure (CMO config map) or some other mechanism.

Given that we would like to move CMO configuration to a CRD already, we might want to consider a CRD for metrics-server configuration.

This spike should highlight advantages and disadvantages of each approach and help make a decision.
