Double scrape interval in single node deployments automatically or on request

The doubling if scrape intervals can be decided automatically based on a single node environment.

Do we want to give admins an additional switch to enable this or simply do this based on the topology?

An explicit config option would capture admin intent better and probably be less surprising for upgrades, would however require additional configuration. This might impact automatic deployment modes.
