Epic Goal

Why is this important?

The upstream Thanos UI has been removed from OpenShift in 4.10 and the upstream Prometheus UI is expected to be removed in 4.11. Some users will be switching from using those upstream UIs to using the Console Observe > Metrics page. To make the transition easier for those users, we would like to make some UX improvements.
