Implement user-facing alert on Prometheus memory requirements

      Based on the OpenShift cluster size we have specific storage requirements for Prometheus in order to prevent it from being OOMKilled. It would be great to have an alert to advise the users that they need to increase the amount of memory allocated to Prometheus.
