https://github.com/openshift/cluster-monitoring-operator/pull/1132 added the possibility to send platform alerts to an external Alertmanager endpoint. For feature parity, the configuration of user workload components (prometheus-user-workload and thanos-ruler) should allow the same.

DoD:

Extend prometheus-user-workload configuration to support sending alerts to external Alertmanager endpoints.
Extend thanos-ruler configuration to support sending alerts to external Alertmanager endpoints.
e2e tests covering the new configuration fields.
