To reduce metric cardinality we can drop all `container_*` cAdvisor metrics without pod/namespace label pairs.

This needs to be consulted with Node team to figure out if those metrics aren't used and are safe to be dropped.

DoD:

• identify if metrics are safe to drop
• if so, ensure that metrics matching {_name=~"container.*", namespace="",pod=""} are dropped with a rewrite rule
