Motivation:
Current CM monitoring through CMO does not scale (2x immutable Prometheus-es)
It's hard to put advanced logic in CMO due to release freezes, immediate usage and indirect support pipelines.
It's hard to experiment and iterate. We want to move to more advanced logic in to e.g OLM.
It’s hard to extend Prometheus-es to add remote writes, scrape more, change alerts etc.

AC:

• Design Moving Immutable and stable local feedback stack for basic Openshift control plane.
