Iterate over disabled Grafana dashboards and remove unused recording rules

In CMO we are disabling a lot of Grafana dahsboard coming from upstream: https://github.com/kubernetes-monitoring/kubernetes-mixin . However, we do not remove all the recording rules used only by these dashboards, so they are still evaluated by Prometheus even though we are not using them.
