The Observatorium API only reads and applies its configuration at startup. This functionality will be insufficient for the component in the long term, as it is intended to be reconfigured via an API.

We want to reload capability of all API configuration at run-time. There does not need to be an endpoint to trigger a configuration reload, but we do need to create the functionality in go-code.

This will be required in order to re-instantiate and reload a tenant's OIDC configuration during execution of the API.
