Move Observatorium API Monitoring Alerts to the observatorium/observatorium Repo

Currently, the Observatorium API's alerting rules for the monitoring stack are defined in the gitlab repo. Let's move them into a mixin upstream in the github.com/observatorium/observatorium repo to keep them close to the component they are for.
