ARM (32-bit) native library selection is not working properly

Right now all ARM targets are detected as "arm". But we need separate targets for:

• Big-endian versus little-endian
• Hard float vs soft float ABI (v7 only?)
• Specific architecture
  • ARMv4
  • ARMv5
  • ARMv6
  • ARMv7

Also it's probably a good idea to map ARMv8 to "aarch64" as well in the event of some wacky hypothetical future Android or iOS implementation that isn't OpenJDK-based.
