Workspace Management Cannot be Disabled

The workspace management descriptor (Repository.OPTION_WORKSPACE_MANAGEMENT_SUPPORTED) is always overwritten with a value of "false" in JcrRepository. It should default to "true", but respect the value provided by the user (if any).
