Alter port used for web project tests

We've been having periodic failures of the web application tests because port 8080 is already in use. I'm not sure which other processes are colliding; it doesn't seem like we're running more than one of our jobs at the same time, so perhaps it is other jobs on the (virtual) machine.

We should change the port to lower the chance of these collisions.
