DefaultValueFactory.createDate() throws StringIndexOutOfBoundsException for 20 or 21 character strings

The JSON sidecar properties file parser tries to parse all values that start with digits as dates. If the value is 20 or 21 characters long, this results in a StringIndexOutOfBoundsException in DefaultDocumentValueFactory.createDate().
