Repository Explorer's administrative functions should be separated onto administrative page

      Administrative functions like "Backup", "Restore", and "Download" should be moved onto an "Administration" page. If possible, that page should only be visible to users that have that role; if that's not possible, then invoking the operations should simply fail with a useful message.
