FileSystemConnector config not updated when repository.json is updated

If I edit the externalSources section in repository.json and restart Modeshape, the changes do not always take effect.

• If I change the projections value to mount the filesystem at a different path in the repository, then the change works.
• But if I change the directoryPath, or add a second filesystem federation configuration block, etc. the changes do not take effect. I've created a gist of the stacktrace I see here: https://gist.github.com/escowles/9670510 .
