ModeShape's WebDAV WAR module is not generating a test JAR

The 'modeshape-web-jcr-webdav-war' module requires the test JAR from the 'modeshape-webdav-war' module, except that it is not being built. This is only found when building the first time on a given machine (or when clearing out the ~/.m2/repository contents).

This is currently preventing the release.
