Changing/registering a namespace with the namespace registry does not trigger any internal events (and therefore doesn't trigger any observation events)

This has come up while porting the JcrObservationManagerTest#shouldReceiveEventsForChangesToRepositoryNamespacesInSystemContent test. If this test case does not apply to 3.x anymore, it should be removed.
