don't start jetty when -DskipTests

If one grabs current modeshape 2.7 from trunk and does: mvn clean install -s settings.xml -DskipTests
then jetty is startet in many moduls even no tests are run and after saying "test skipped" again shut down - increases time required for build process (it took 3:34 mins on my machine)
