When reading the configuration file, enable the reader to perform property substitution so that locations can be dynamically set

When the configuration file is loaded, it should look for environment variables that are defined to be substituted for.
Example: ${jboss.partition.udpGroup}
${jboss.partition.udpGroup:230.0.0.4}

using template to perform substitution ${propertyname,propertyname,..:defaultvalue}
