The handling of ModCluster Management protocol messages is not always clear (as its description in the documentation).

For example you can send a CONFIG message without a Host defined and `localhost` gets used. There were some discrepancies between 1.3.x and 2.x ("Host=" handling), so we should test it properly, fix possible issues and document it in a clear manner.
