Tomcat supports offsetting all ports on the server. To support this properly in mod_cluster we need to account for it in the Tomcat integration modules.

This problem does not affect WildFly/Undertow where we are offsetting this since initial implementation.

This results in when portOffset is set in Tomcat 8.5/9.0, mod_cluster ignores it and sends to the native client port without the offset which causes workers be marked as NOTOK.
