Require JDK 11 as a minimum for the runtime

      We are already requiring JDK 11 for compilation, but still supported JDK 8 for runtime. In order to upgrade jboss-logging 3.5 (or later) or Tomcat 10.1 (or later) we need to drop the JDK 8 compatibility.

      Also, let's use this time to prune the CI matrix that now spans to 60 jobs...
