internal_find_best_byrequests scales inefficiently with many matching balancer members

    Description

      MODCLUSTER-757 improved performance for many balancer members but few of them that match the requested app. If there are many matches (like all of the many members have the same app), internal_find_best_byrequests can still scale more poorly since it is then having to read each node to check elect counts and see if it should become the candidate.
