Follow up on MODCLUSTER-745 for compiling 'main' branch on JDK17, this is to track testing with JDK 17 as runtime for 1.4.x branch.

This requires updates to the GitHub Actions to split compilation and runtime, bumping mockito and backporting the appropriate changes.

No runtime code changes appear to be necessary.
