mod_proxy_balancer module should be disabled by default in httpd binary

When I download the linux x86-64 httpd binary and try to start httpd for the first time, I get the error message:

Module mod_proxy_balancer is loaded it must be removed in order for mod_proxy_cluster to function properly

This module should be disabled by default so that mod_cluster is functional with no config changes.
