      -Setup httpd/mod_cluster
      -Setup two JBoss clusters using this httpd server as a mod_cluster balancer
      -Give each JBoss cluster a unique balancer name in mod-cluster-jboss-beans.xml
      -Ensure each cluster/balancer serves a different context
      -Note affinity is not maintained for both balancers
