As a user, I would like to see the list of plugins available to me from the default source and the list of installed plugins.

Definition of Done:

• Must be able to display to the user, from the CLI a list of plugins to install. This should work both with querying remote repositories for what's available, in addition to listing the plugins that are currently installed.
• Must have a defined repository to discover from.
• Must be able to display additional information for the plugin with metadata information.
