Today we use one BSL per MigPlan, and it's been exposed that this can cause rate limiting problems with Azure.

It's more correct to have a one BSL to many MigPlan relationship, although we expect to have to create a BSL per MigCluster+MigStorage pair (we need to create a BSL for each cluster, for each MigStorage)
