We'd like to make it possible for users who have available memory on their clusters to enable the cached Kubernetes client provided by controller-runtime to improve migration performance. 

With the controller-runtime client, client reads will no longer go against the APIserver, instead they will go against the controller-runtime cache which is fed by the informer mechanism.

This performance enhancement should have the biggest impact when the controller is communicating with non-colocated OpenShift clusters
