Background:

Problem:
1. User's test environment was setup in a way that all PVC's are almost 99% or 100% full
2. None of the PVC's were attached to any running pod
3. Because of the large file that was close to the size of the PVC, the rsync was failing with no space left on the destination
4. intelligentPVResize was not working because no pod was running on the source. miganalytics needs a running pod to see the volume in restic pod and run a DF command.

In the short term, we'd like to raise this scenario as a condition so the user is aware.
