Network communication behavior should be preseved between source and target clusters

      As a user, if I have N projects that are enabled to communicate with one another on a source cluster, this behavior should be preserved on a target cluster. Similarly, if projects have been explicitly blocked from communicating with one another, this should also be preserved.

      This story deliberately abstracts the details of how this is achieved, because there is much nuance involved when it comes to exactly how this is achieved between OCP3 and OCP4, NetworkPolicy, different network plugins, etc. Part of this story will be defining the scope of the change here to ensure that the expected behavior is preserved when migrating to a target.
