v1beta1 CRDs are being removed in 4.9

Difficult problem because we still care about <4.9 clusters dating back to 3.7. This means we need a solution that uses the correct CRD API version depending on the cluster we’re being installed into.

Could be a special “agent” or non-OLM install for early 4.x versions
