With 1.4.1 we're converting the static pipeline to a dynamically generated pipeline based on the state of the plan, but we scoped out hooks as they were not part of the pipeline originally.

For 1.4.2, we want to conditionally include hook phases, and enhance the UX to provide some better status info in the detail screen when these hooks are running.
