Bug

Working with a client at the moment and following the instructions to install MTC on a 3.11 cluster.
It would seem that the container image openshift-migration-legacy-rhel8-operator:v1.8 is not available.
I have tested a pull of a 1.7 and that comes down fine.
Is there any reason why 1.8 is not available as described in the docs https://docs.openshift.com/container-platform/4.13/migrating_from_ocp_3_to_4/installing-3-4.html#migration-installing-legacy-operator_installing-3-4

Reason

MTC 1.8 only supports OCP4->4 migrations
