Please execute the rp upload script in post, always block and move the logic to fetch the tags to a new stage that should run before executing the tests.

the above changes will help to collect tags on the first hand incase the test execution takes more time than cluster expiry period(12 hrs) and also it will make sure to run the rp upload script though if we had some runtime error with fetching tags or in later stages.
