We want to release MTC 1.7.3 after OADP's release of 1.1 since we have some bug dependencies there. OADP 1.1 will release with Velero 1.9, however we can't use Velero 1.9 in our legacy operator because the clusters that our legacy operator is designed to operate within only offers the v1beta1 CRD API, and Velero 1.9 uses v1 CRDs.

So the farthest we can upgrade our legacy operator's Velero is 1.7.2. Let's seek to do this for this release.
