It's desirable for us to refactor MTC on the community state transfer solution that is where we've decided to centralize our active development, which is the pvc library. We aren't necessarily committing to this work, because we need to weigh this against our devestment in MTC as we look towards crane. However I want to capture this for consideration in the late releases of MTC.
