(same behavior I expect after deployment rhosak new-ui into prod).

1. login as admin of org
2. create kafka instance
3. add alter rights in permissions page of kafka instance to non admin user of org
4. logout
5. login as non admin user of org and try to add rights to kafka instance to another user.

expected result:
User should be able to modify kafka instance rights and select user

current results:
user cannot pick any user because no users are loaded.
