WHAT

Add a flag or banner to the Instance Overview panel of the Usage & Limits / 3 - Kafka Instances Grafana dashboard to indicate if a Kafka instance has the label bf2.org/suspended=true.

WHY

Allow CEE to quickly identify that a Kafka instance is in a suspended state when reviewing other instance metrics.

HOW

The dashboard to be modified is: https://gitlab.cee.redhat.com/mk-ci-cd/mk-dashboards/-/blob/master/grafana/saas-dashboards/mk_limits_instances.configmap.yaml

• Expose the suspend state as flag (perhaps within the instance overview tile) or banner to clear indicate to the viewer that the instance is in a suspended state.
• Release the dashboard changes by following this procedure https://gitlab.cee.redhat.com/mk-ci-cd/mk-dashboards/-/blob/master/README.md

DONE

• Dashboard user able to see if the kafka instance is suspended or not.
• Dashboard changes promoted to production.
