Release next revision of FSO operator i.e. 0.26

WHY

To pick up fix for the billing issue discovered with `haproxy` component.

HOW

Please co-ordinate with Kafka Integration team to validate in stage

Make sure all the e2e tests are passing in stage before the progression to Prod (currently there 8 tests that failing)

When the operator is successfully released to production.
