WHAT

Reassign real kafka when they fail due to cluster fullness. When a real kafka fails to be provisioned due to cluster fullness it has to be reassigned to another cluster capable of handling it. 

NOTE: This needs refinement, a question has been raised in (MGDSTRM-8583)

WHY

Needed so that the Kafka is provisioned onto a cluster capable of handling it without violating the SLA

HOW

Once MGDSTRM-8583 is completed, the Fleetshard will send Reason=Rejected and Message="Cluster has insufficient resources" on ManagedKafka status report. We need to re-assign the Kafka onto another OSD cluster.
