WHAT

Expose a configuration in the supported kafka types that specifies for streaming unit the number of reservation to be made on each data plane cluster so that the capacity can be modified via a GitOps flow

WHY

To enable the modification of the capacity reservation for each streaming unit via the GitOps flow in AppInterface. This will be in its own dynamic scaling configuration. 

The dynamic scaling configuration was added in this PR: https://github.com/bf2fc6cc711aee1a0c2a/kas-fleet-manager/pull/1099

NOTE: this does not include changes for updating the saas template, only changes in kas fleet manager and its service template.
