WHAT

From MGDSTRM-8488, it seems to be becoming clear that the lack of visibility:

• topic to broker assignment
• partition to broker assignment
• partition sizes

will be an impediment to CEE supporting the customer.  The CEE person won't be able to have sufficient information to say, spot issues such as the customer's partition strategy going wrong and all the data landing into a single partition.

We should have a dashboard that helps the CEE person visualise the arrangement of partitions, their sizes about the brokers.

We should consider whether to add this to the "usage & limits - kafka instances" dashboard or create a new one.

WHY

Help CEE assist the customer when the encounter problems.
