Now that we have rolled off supporting eval instances without a profile, we can add clear semantics about a missing profile field - it can either mean standard, or be disallowed.

Similarly the ManagedKafkaAgent is being made tolerant to several conditions - having no profiles configuring, or even profiles configured without max nodes. Once we have accounted for all environments we can tighten the expectations here as well.
