WHAT

The new version of the quota plugin needs new configuration options passed from kas-fleetshard.  This enhancement cover this work.

The code will have to be written in such a way to work with both new and old versions of the plugin.

WHY

To enable the out-of-disk protection across the cluster.

HOW

We use conditional logic based on kafka version to either put down quota plugin configuration for the new or old plugin.

DONE
