WHAT

Turn on partition limiting in Kafka. This is done by through configuration which will need to be set by the fleetshard operator

WHY

So that the limit is enforced, and we can maintain the integrity of the service.

HOW

Set the following property to true in the Kafka properties:

strimzi.authorization.custom-authorizer.partition-limit-enforced
